為優(yōu)化外籍來雅人員支付服務(wù)，中國人民銀行雅安市分行積極引導(dǎo)相關(guān)機(jī)構(gòu)構(gòu)建多元化支付場景,、滿足多樣化支付方式,，為外籍來雅人員提供便捷、安全的涉外支付服務(wù)體驗(yàn),。目前,，已為外籍來雅人員提供刷卡支付、現(xiàn)金支付,、移動(dòng)支付等支付服務(wù),，涵蓋出行、購物,、文娛,、生活、用餐等消費(fèi)場景,。

In order to optimize payment services for international vistors, the People's Bank of China, Yaan Branch has been committed to diversify payment methods and scenarios and provide more convenient and safe payment services by giving instructions to relevant institutions. At present, services like international card payment, cash payment, mobile payment can all be enjoyed by international vistors in Yaan, covering various scenarios, such as transportation, shopping, entertainment, daily consumption and dining.

一,、銀行卡刷卡支付

1. International credit cards Payment

外籍來雅人員可以使用VISA、mastercard,、Diners Club,、Discover等境外信用卡在市內(nèi)可受理外卡的景區(qū)、商超百貨,、酒店等場景直接刷卡支付,。（具體商戶和地址可在“附件1雅安市內(nèi)可受理外卡商戶情況統(tǒng)計(jì)匯總表.xls”查看。）

You can directly pay with international credit cards such as VISA, mastercard, Diners Club, Discover, etc. to pay by swiping their cards directly in scenic areas, supermarkets and hotels where international credit cards are accepted.(Specific supermarkets, hotels, etc. can be viewed in "Specific merchants.xls".)

二,、現(xiàn)金支付

如果外籍來雅人員有現(xiàn)金支付的需求和消費(fèi)習(xí)慣,，可采取如下方式：

目前，雅安有17個(gè)銀行網(wǎng)點(diǎn)和256臺(tái)ATM機(jī)均支持境外銀行卡支取現(xiàn)金或外幣兌換人民幣,。用戶可電話預(yù)約,，持有效身份證件、境外銀行卡自行前往辦理現(xiàn)金業(yè)務(wù),，取現(xiàn)后使用現(xiàn)金支付,。（具體網(wǎng)點(diǎn)及其地址、咨詢電話可在“附件2雅安市可外卡取現(xiàn)的網(wǎng)點(diǎn)情況統(tǒng)計(jì)匯總表.xls”查看,。具體ATM機(jī)可致電下方相關(guān)銀行雅安市分行電話咨詢）

At present, Yaan has 17 authorized bank outlets and 256 ATMs that support RMB cash withdrawal and foreign currency exchange with international bank cards. You can visit them and withdraw RMB with your valid identity documents and international bank cards. (Authorized bank outlets, their addresses and telephone numbers can be viewed in the following "Authorized bank outlets.xls". 用戶可使用云閃付,、微信、支付寶綁定境外銀行卡進(jìn)行支付,，需先下載安裝注冊(cè)任一app后,，準(zhǔn)備好國際銀行卡與相關(guān)身份證件后進(jìn)行綁定。

以下是具體的使用指南和綁卡方式：

You can pay with an added international bank card in UnionPay Quick Pass, WeChat Pay or Alipay App. You need to download and register UnionPay Quick Pass, WeChat or Alipay App in your app store, and then add your international bank card and related identity documents.

外籍來雅人士可持有效證件通過“云閃付”線上申卡，隨充隨用,。

You can apply for a card online through“China UnionPay Quick Pass”with valid documents. It allows for immediate use after topping up. Currently, within Yaan city.

五,、賬戶服務(wù)

如有需要，外籍來雅人員可以持有效身份證至境內(nèi)銀行網(wǎng)點(diǎn)開立銀行卡,。

If necessary, you can go to a domestic bank branches with a valid ID to open a bank card.

（一）需攜帶的材料

(1) Information required to open a private account

港澳臺(tái)居民及外國公民辦理個(gè)人開戶業(yè)務(wù)需要準(zhǔn)備有效身份證件：

1.香港,、澳門特別行政區(qū)居民為港澳居民來往內(nèi)地通行證或港澳居民居住證；

2.臺(tái)灣地區(qū)居民為臺(tái)灣居民來往大陸通行證或臺(tái)灣居民居住證,；

3.外國公民為外國人永久居留身份證,、護(hù)照或短期簽證。

The following valid identification documents are required:

1. The Mainland Travel Permit for Hong Kong and Macau Residents, or the Residence Permit for Hong Kong and Macau Residents, if you are a resident from Hong Kong Special Administrative Region or Macau Special Administrative Region;

2. The Mainland Travel Permit for Taiwan Residents, or the Residence Permit for Taiwan Residents, if you are a resident from Taiwan region;

3. The Foreign Permannent Resident ID Card, the passport or Short-term Visa, if you are a foreign citizen.

攜上述材料至銀行網(wǎng)點(diǎn)填寫開戶申請(qǐng)書,，簽署相關(guān)產(chǎn)品協(xié)議并提供個(gè)人信息授權(quán)后，現(xiàn)場審核通過,，當(dāng)場完成開戶,。

Visit a Bank and have the above-mentioned documents at hand. Fill out the application form, sign relevant agreements, and grant access to your personal information. Your account will be opened after on-site verifi-cation is completed.

您可使用境外手機(jī)號(hào)在數(shù)字人民幣APP注冊(cè)并開通數(shù)字人民幣錢包，使用Visa或MasterCard充值后使用,，后續(xù)錢包中如有余額,，可存回境外卡。具體操作方式如下：
